Competitor Ranking almost same with no SEO?

So I've been working on my main site with White Seo + some PBNs and for some bloody reason after Penguin in Sep some competitors with shit in page SEO and poor Link building are ranking almost similar as me and for some KW better.

The only value they beat me is in Age of the domain, any service that can help me to analize what I'm doing wrong or why they're ranking despite their shity seo?

There may be lots of things they're doing right that you haven't noticed. What about strong on-site elements like:

Schema Markup
Site Speed
Internal Content and Links Siloing
Transparent Business Details in the Footer
Verified Address Via Google+ Business Page
Helpful Outbound Links to Authority Sites

Depending on the niche you're in, all of those elements can improve rankings dramatically. You also need to check the metrics of all the other ranking sites above you to see what they're doing and what in particular seems to be working for your niche.

Perhaps all of their anchor text density is higher or lower than yours. Maybe they have strong industry association links etc. Hard to say without knowing your niche. PM me if you want with your main keyword and area and I'll show you all of their SEO metrics in one snapshot for you.

Backlinks is becoming a smaller part of overall ranking factor, so you need to look at lots of things about a site to see why it is ranking.
