Competitive Link Builder needed - ongoing

Hello guys -

I'm looking for an experienced link builder who can take my SEO Spyglass reports on competitors and get links for my site(s) on as many of the pages as possible.

It's not brain surgery but it's a total waste if you don't understand the process and can't tell the difference between a page owned / controlled by the competitor and a page where you can get a link. You must have some curiosity and common sense - ie, if the competitor has blogroll...can you get a comment link? Send an email request for a blogroll? Submit an article? All the above?
