Comparing competition vs my site - local seo

Hello I need help, I'm very confused why one of my competitors is ranking high on first page for my main keyword (for ex- locksmith dallas).

Their title tag is a long tail keyword in my opinion (definitely not main keyword), they only have a few indexed pages, they only have 250 words of content on homepage, only have 7 backlinks from 3 domains (all 100% do follow) - 1 is a sketchy blog that doesn't seem to have any power according to ahrefs, 1 that's from a web design company but it's linking from their portfolio page (guess they made the website for the company), and 1 from P.Eurekester search.... also they only have H1 tag which is long tail something like ex- "need to fix your locks or have them installed?".

How are they ranking #3 on the first page?

My site was created 2 months ago with the main money keyword in domain, title tag, and H1. H2 is another important keyword. Homepage has 600 words of content. Main keyword only written twice in that 600 words. Have some citations, 1 PBN Homepage not subpage (Ahrefs says DR is 11). Ahrefs is picking up 19 backlinks (5%do follow) from 13 domains (8%do follow). Interlinking with innerpages.
 
probably better site structure, better site speed and UX, more backlinks (that you can't see because they might be hidden), better reviews, etc... or maybe they're paying for Google Ads and google favors them, who knows...

My suggestion is check these back links with aherfs.
You will find tier 2 back links..

The same way this kind of strcure is working very well for tough niches like.. casino, Lock smith and so on
