Usually people who offer their ad accounts either sell them and get removed access or they charge their client a percentage of the amount spent.

You mean you don't want to pay for ads. You want someone to run campaigns and, assuming they are successful, take a share of the profits instead of direct payment from you in advance?
You might be able to find someone to do this but you would have to cover their risks and costs in some way.
Who pays the ad costs during testing before the campaign is refined and becomes profitable?
What if it never becomes profitable?
A lot of "what if" details to be worked out and they would need to be pretty sure that you have a good converting offer/product they could drive traffic to.
As others have said, you can make any arrangement you want, you just have to find a partner willing to share the risk as well as the reward.
Is that the model you envision?

Theres plenty of people who offer this service you can find some on the market place. Some agencies charge a flat rate others do commission.

My agency works on % commission only projects.
I am good at what I do, so I would expect you to be good at what you do before I agree to it though.
If you are simply looking at commission only to save yourself a few $, not because what your selling is good and you want to scale, you are unlikely to find anyone who will work with you who is any good.
