Dear BHW Service Buyer-Members,
I wish to humbly add my views that if you, as buyers and also the potential buyers, don't receive the promised service on the promised delivery date, or even if you get some bad service after paing advance fees to the seller, then within for example 7 or 14 days (as early as possible) after the promised but unfulfilled delivery date, first send a stern/strict 'final' notice to the service provider that a Shitlist will be opened within 2 more days for non-delivery / non-compliance of the contract, or for receiving a deficient service, or whatever is the nature of non-compliance of proper service being rendered to you as a buyer.
If the provider still doesn't deliver, or doesn't respond positively for whatever reasons, then open a related Shitlist thread immediately after that final notice period of 2 days. This will not only put the possible 'scammer' in spot light on BHW, and put him in to a sane-thinking mode, it will also prevent other buyer-members from possibly getting scammed, may be behind the scenes (unknown to them that they could be still getting a really bad service or are getting into a possible scam) because there is no Shitlist or an alert in the seller's name.
This Shitlist thread will alert everyone who is also using the possibly scam-intended service, and who may have paid a fees and are still awaiting the completion of their project, or who may be thinking of availing the said service.
Only the Moderator can then close and remove the Shitlist thread if everything reverts back to normal at the earliest, and as per the Moderator's sole judgement. This will help prevent a scammer to scam multiple members at the same time.
Important:
Not all BHW services that lag behind a due date have a 'scammer' operating it, but anyway, if he does not provide the service within a given period of time for whatever reasons and doesn't give proper reasons to ALL the buyers then there is a reason to suspect that the buyers would definitely have a reason to worry about the lost time and money.
Another Shitlist can be opened simultaneously or any following day by the now-alerted buyers, even after a previous Shitlist thread has been removed. This will keep the sellers on their toes and compel them to deliver what they promise, or get Shitlisted with a possible ban or loss of reputition or/and a closing of his BST sales thread.
I think that the above measures will deter/discourage most of possible scams from happening in future, and will also prevent a scammer to scam more victims simultaneously.
Important:
So with the above measures, even the well-intended and honest seller might unfortunately get into a Shitlist because of a non-compliance of service clause, including the deliever date not honored by him/her as a seller, but within just 3-4 days after the Shitlist is opened, he/she can take prompt measures to fulfill the contract and to fulfill their obligations, and on doing that the Moderator will of course close and remove the Shitlist thread and thus you can continue with selling your services with added responsibility and added reputation as a proven responsible and honest seller. There would of course be a good reason to have a proper projects planning on the part of all sellers to honor the contract and the promised delivery dates.
It is only against the possible scammers/sellers that, through this post, I wish to have a more powerful deterrent before he/she does more damage to our actual and potential buyer-members.

P.S.:
In this case, the OP unfortunately waitied for a long time before taking this action, AND the other members who got scammed and who didn't open a shitlist alert, possibly gave this gave the scammer sufficient time to scam more members in that period and then run away with more funds, and cause so much damage to the reputation of our BST section... A faster action (opening this shitlist thread) would/could possibly have averted so many from getting scammed. Hard words these sadly, and I apologize, but they are very important in this context, I guess...
