commenting on photos

does commenting on photos with different accounts using hashtags gives your photo refershed exposer to those hashtags, as in bumping in up and is there a bot or a software that does this

Check out either instagram mega bot or followliker, both are great for commenting. I'm not sure what you're asking for on the first question, but if you mean like if you comment based on hashtags you pick out will it give you more exposure? Then yes

I think what OP means is if when you comment on a picture that has been posted a day ago with #123 for example whether or not it will show up at the top of people searching for #123
 
I think you can't bump up your picture in results afterwards, but I'm not completely sure.
