How to comment on other blogger blogs with our blog name rather than the url of our blog???

Yes but if you comment when and when only author has make commnet opened.

Some CommentLuv plugin enabled blogs allows you to post comments with your blog name. Just follow the instructions.

All you have to do is update your name to your blog name instead of the url in the profile section.

If you commenting for seo than I have a trick that working pretty well for serp. 1) creating a fake wordpress error page 2) add your backlink and the footer 3) blast comments on all wordpress solution sites.
