Hi! if on a website page of i will allow users that are registered to the website my SEO of the page and website will increase or is a useless spend of time ?

It was the interaction between users and us. While posting the reviews of users in the comment sections if it was good reviews, it becomes a good for our site, if suppose it was a bad reviews, it's bad for our sites.

If you allow links in comments, it is invitation to spam. If you do not have a paid using to stop spam comments, it will always result in time waste in deleting these comments.

So let the user interacting + not approving the spam links and spam comments + approving comments with the best keywords is a good solution for promoting a web page

As long as you moderate the comments, it could be a small addition to the overall SEO,
It's mainly good for the UX and probably for creating an email database, which can be used later on,

The only question i have is if comments that are approved by me that im the admin are less effective than comments that are not approved. If so I will be bery happy. Another question I have is : is on the comment section i will allow putting backlink are more effective backlink of my website or external backlinks?

Approving comments doesn’t reduce their effectiveness; it helps by controlling quality. For backlinks in comments, external links add value for users, but internal links to your site are better for your SEO. Just keep it natural to avoid looking spammy.
