.com but with for non us website?

Is it still possible to rank a .com in non us searches on google?

Like for example universitaire.com vs universitaire.fr but the .com will have french seo on it and all the content will be in french.

.com is global domain and can be used for any country.

Yes it's I have one pretty new site ranking nr:1 for its keyword. The site is a .com and is targeting non US searches.
The latest EMD update is only focusing on the name of the domain not the Top level domain (.com)

I just rarely seen .com's coming up for non us searches thats why I thought it might be much harder.

I guess this just comes down to what the webmasters in a specific country prefer. ccTLD is always the best option if your content is aimed for that country, and is in the target language. It doesn't give any (noticeable) SEO gain, but it builds up trust within the userbase easier.

So far I've run all my money sites targeted to a specific country, while only using dotcoms - works just fine. And there's no fear about getting hit in the future for not having ccTLD, as dotcoms are global, as pointed out before.

I have a . (something something, ... not .com) country specific domain and it ranks in multiple other different country googles. IE mydomain.es (spain) ranking in argentina ggl, mexico ggl, etc.. so .com should easily rank in non-US searches.

Some of the ccTLD's are much more then a .com and carry much stricter rules such as no porn or foul language names. So I am just going to go with the .com and spend the savings on some seo for it,when I buy it.
