You could use the javascript API to post back to a web service if the current user is logged into FB. Not sure if this is legal though, check the FB terms.
It's not possible and that's the intention. querying a user without his/her interaction is not possible in any way. Theres been a few cases but these were exploits.
Move on this won't happen. Not even apps can get their true ID via the API anymore. All ids queried are app-generated ids.
