Coding Skills for Apps and useful Software and Applications

Where can i hire people with good coding skills for Small Scale and Corporate use software,mobile apllications,bots etc and how to figure out the projects viability , Will appreciate your feedback.

I've had seriously crap results from elance and odesk. Even with pro written specs and full pseudo code provided, the failure rate on those networks is through the roof.
Better to go to someone here with a real reputation to protect on this site. That's where my next project is going.
