CODING JOB - Relatively simple tool - characters replacement

Basically, need a simple tool that will be able to load up a file, .srt file (subtitles) and find all characters that I want (special characters like č, ?, ?) and replace them with the ones I want (for example ? = s) and save that new .srt file or replace the original one, I really don't care. Actually, better replace. Less hassle for me.

That's basically it. It would be cool if the tool could remember what characters I want to switch and with what so I don't have to enter those all the time and every time I start the program. Bulk options would be cool too.

I think, with no none programming experience, that this would be fairly simple to build. Let me know how much would you charge for it. If the price is right, we have a deal.
