Coder/Programer Needed

What Im looking for is pretty simple. I have a website and I want to be able to somehow capture the email addresses of the people that sign up for the service offered on the site. (No idea if this is Java, PHP, MySql)

Please speak fluent English and have some experience with programming. No newbies please.
