Do I need to have an extended license when I buy an app template for re-skin developments if I am going to display ads, or will a regular one be enough. There will be an in-app purchase to remove ads incase that changes anything.

you need an extended license if the end user is going to be charged to use the cc product. For example a game that you can only play if you pay, a pay only membership site.

In your case, if the end user can use your app without having to pay you first, you do not need an extended license.
