Why won't you do it yourself? they are open for everyone like .com's.
I think www.nic.ae is the cheapest place to buy them (~$40).

It isn't open. ".ae" is open, ".co.ae" isn't open. I've just get this message from Aeserver:
"Kindly note as well that when registering .co.ae you will need a trade license from uAE."
I have no trade license, I just want a domain without trading.

Well, for a .co.ae things are very difficult, because aside from a UE trading licence, you also need the domain to be related to your UE trading company, so you can't register any domain you want:

.co.ae domains must also be:

an exact match to, or

an acronym of, or

an abbreviation of, or

closely connected to, one of the following:

the name of a company in which the Registrant has a 50 percent or greater shareholding or which the Registrant controls;

the trading name or trade mark of a company in which the Registrant has a 50 percent or greater shareholding or which the Registrant controls; or

the name of an organisation or association controlled by the Registrant.
