CMS with user submitted Meme Addon

I have a project where I want users to post up pics, and basically turn them into memes. All user submissions, etc. I searched around the forums and found the ninja media script, but it seems to be a dead project. There is also a 9gag clone script which looks promising. What scripts would you recommend?
