The header doesn't make any reference to a CMS. So why would you assume that they have used one?

I don't. I just thought they maybe do, anyway if they use or you know similar template to their site give me link. Thanks

Whatever theme they are using, the 90's called and they want it back.

I do agree with the above guy though, this looks like a custom coded thing.

They don't use a theme, that's a custom code site.
