Is it possible that i get "malicious software" on my ads because of dynamic DNS? what is google attitude to cloudflare dns?
P.s there is no even a chance that website have any malicious software. it is a fresh lending page
 
Couldflare (even with it's dynamic DNS) on it's own does lead to GAds resulting in saying "malicious software" detected in website. In my experience when GAds says it detected "malicious software" is in most cases due to GAds review algorithms detecting external links in the lading page which the GAds review algorithms considers as those related to some affiliate marketing.
 
Is it a way to remove all links on the website at moment of moderation and paste it after moderation?

Yes, however do not forget that the automatic GAds review algorithm's bots will keep scanning or rather "monitoring" your website even after your GAds ad is live, so incase you remove "something" before moderation and add it back, then there is still a risk of a account suspension after 2 or 3 days. In such a case, farm up your daily budget first and then play your real ad, so that within 2 to 3 days your campaign spending is achieved.

Thanks. I contacted support and they told me that cloudlfare okay. But i faced with new shocked information. I have status malware + circumvented systems.
They sent links to css, js and even jpg,png pictures. According to google, all these are malware. Are they okay? in other word i should left only plain html text. Have you faced with this problem?

See, many times, although there is no malware in website, GAds may say malware detected, etc. In such cases there may be something "invisible" in the website template that causes this issue. In that case try a fresh domain in another website template from another hosting company (this has always solved the GAds malware detected issue for me) and ofcourse do not put too many external (affiliate or other) links in the website.

Google doesn't like plain html sites that much.

I recommend you to use another domain and host with no redirects. Google will continue to see that site like it has malware no matter what you do.
 
no redirects at all, also if cloudfare google cannot know vps hosts.
