Cloud-based Link Building

I've seen one service in the marketplace that is like a social panel for link building. I like the idea of hands-off link-building that can be customized.

Are there any cloud link building services with a wide array of services anyone can recommend?

A fixed monthly (or lifetime) fee would be great (instead of pay per link).
