Not sure about your country, but clothing niche is way to saturated. You need to do lots of research in your home country to find gaps and create a brand which will fill a specific gap. Generic clothing brand wont cut it and you need huge budget to make it successful.
As far as capital goes, go find a job and collect money. No one is going to lend money to a 15 yr old with ambition to create clothing brand. My advice, create something in other niches.

Props to you for thinking big at 15. In Portugal you could look at crowdfunding platforms like PPL.pt or even Kickstarter, but keep in mind you might need a guardian help to set it up if your underage. Also try local youth entrepreneurship programs , they sometimes offer small grants.

You can raise money by starting small sell custom shirts locally or online, and use profits to grow., also look into youth entrepreneur programs or grants available in Portugal.

You can go work for an established brand to learn the ropes. That way you can build some capital for yourself and also learn how to run a clothing company.

Nowadays, building a clothing brand is very difficult, even in a cake pan you don't just get the shards, don't want to get a cherry. Think of a micro niche in the brand segmentation, focus on that. From community to community, selling, selling, selling. Your brand will build itself later.

tbh it makes a change from young guys doing childish things on tiktok and hanging out in the streets until some godforsaken hour...
so youre on the right path. sadly no ones gonna lend money to a teen thats looking to start his own clothing brand. but that doesnt mean you cant succeed.
get into something else in the meantime to generate some cash and invest it in your brand project once you have enough money
