2 Questions, both regarding Shopify and credit cards.

1. If I don't use Stripe on my Shopify store, will people still be able to pay using credit/debit cards using PayPal express checkout?
-I think they can, but i'm not sure. Looking for clarification.

2.I don't have a credit card, is there a way for me to pay for a Shopify plan w/o a credit card? If not, is there a way to get a virtual online credit card? (preferably that can be funded with PayPal)

Yes, you can setup Shopify with Paypal - which would take all major credit cards.

As far as I know a VCC would be fine. Or you can maybe try a gift card?

VCC would be perfect! I just don't know of one that I can fund using PayPal!
