I want to clone a website and reupload it as my own, will there be an issue with indexing it on Google? and what other problems should I excpect?
 
yea you will have a problem indexing unless you change all the contents

I think there are CMD (PowerShell Windows) codes to change file names or extensions massively, you can also program it in batch, it can work.
 
You should change the content, I've done this for some testing and not even wanted to rank anywhere on Google.

Owner found me somehow, I cleaned his links, but maybe not all, or some page ranked somewhere, no clue.

There are many tools out there doing this; even the sellers here—which I can not recommend due to my own experience—will not name them.

If you want the layout and the content, you can use any tool you want and reproduce it with other wordings.

So, the others who are against OP question: It depends on what he wants to clone.
Ofc. it will be hard to clone dependencies between certain APIs, etc.
But overall? Sure, do it.

No. This simple method will only rename files. But links on this files in HTML will be old. And you will get "404 Page not found".
I am author of Zennoposter template that can translate 10K HTML\PHP files in a few hours using Google or Deepl translators (and proxies of course:)). I can translate it for free if there are simple HTML\PHP files. It translates only text, alts, etc, it doesn’t touch code. Write me if it is enough for you.
But as my clients says, google wont love it. Because we will use 1 source site, and Google will understand where we steal content. I would be better to parse articles from different sites (and even a few different languages). Then translate it and import in your site.

No, you will be penalised for duplicate content. At a minimum, you need to rewrite the content (maybe AI can help), but it is still very risky.
 
The owner of a 10k pages site most likely is going after you - you'll only waste your time.

Your website might be blocked and if you not careful enough, you might be traced via ip address
