Could you create a bunch of over optimized pages and link to his site? I heard that might hurt his site.

Thanks.. I've already checked it.. but reporting to google was not helpful because site is related to downloading. But sorted out the issue by tracking User agents and their ip pool.. that's something which can't be stopped.. just can create alerts.. Once again Thanks for your help.

Thanks for this awesome thread and useful links. I was believing that cloned websites would not rank any longer but it seems I'm wrong. Is there any tool that can check a whole website if it is cloned?
What are the best tools to check for this without to have to type each "post" we make into a service and search manual?
