Use a page builder like elementor pro.
A site broadly has 2 parts that's visible to you, UI and functionalities.
For more complex sites do a technology profiling using builtwith and use same plugins and platform to colone the functionalities.
If it's all code then note down each functionality and give it to a coder to code them.

When I install it through httracker does it bring everything? I mean database and etc...

That's server side info and couldn't possibly be brought over. It takes the design, structure, and page structure. Maybe a bit more but no server side information.

You need backend access if you want to clone an entire web application, so that will not be possible.
As of 2024, there are loads of AI tools available to replicate/clone an existing application.
