I found a website with 90k Organic Search Traffic but it's domain still http protocol without TLS,
Can I beat its ranking if I clone it by a new https domain?

you can't beat them this way. There are many many ranking factors. You can't get ranked by just cloning a well ranking website with https only.

Unfortunately you can't beat it with clone site but you can take adventage of him not using HTTPS and other mistakes and compete in niche.

What do you mean by cloning?

Check backlink profile and content. These are two most important factors.
