I am no expert but my guess would be that it's a process in which you can use niches which are against the TOS of ppc networks. It's made possible by sending the ad reviewer a different copy of our page which is completely whitehat , and the visitors see our page which is blackhat.Mr Blackjack also stated that you may not need 2 different sites but a single site is enough and u can decide which content to be shown to whom.
yes too many uncloaked aff links will affect your serps

I guess it is a technique used to deliver the content on a Web page to a search engine in such a way that different content than what is delivered to a regular human user appears on the search engine.
at it's simplest it is showing different content to different users based on certain criteria.
so before your page loads you would decide what content to present based on that criteria (i.e. user agent, remote IP Address, geo location, query string parameters, http headers etc)

Cloaking is a deceptive way of optimizing search. In this technique a different content will be searched by the search engine than what is presented or searched by the users.

This is no good for human reviewers on paid ad networks.
I think it will only work on SEO/Organic traffic.
