If you are advertising a casino you don't have to make a secure page mentioning the casino. It needs to be relevant to the advert, but not contain words that may alert the ad network bots. For example, you can make a safe page as "Blog about board games", "Review of computer game", "News of the computer games industry", "Shop selling second-hand board games", etc.

I read that the safepage should include keywords related to the casino in order to not get busted, and after a few weeks you go live with the moneypage on that same site. However the safepage is a "Social Casino" as it is easiest and most related in order to bid on similar keywords. Especially if I plan on stealing traffic from my competitors, I hope what I said is right

Indeed you are right, it would be perhaps better to go with your recommendation as there is countries with restriction to social casinos.
