Cloaking with Adwords

This was a ppc source I was contemplating for affiliate offers. I had some questions..

1. I see people looking for "old accounts", why? I'm assuming it would prevent/minimize reviews?

2. Is there a rule at all, like maybe you should run clean for a week then cloak?

3. How "advanced" is the system at knowing you cloak?

Willing to pay for a how to, no stupid wso's tho lol.
 
1. yes, old accounts that ran traffic before are better as they have been reviewed before plus, you can use VCCs with such accounts, unlike a new account where using a vcc might put it under review immediately
2. Not needed. once you have an aged account, ads will start running almost immediately. Regardless of aged accounts, if you have launched a new account, and it started getting traffic, go ahead and cloak. dont burn money in vain
3. Google Adwords are very advanced in crawling your sites using lots of different IPS assigned by 3rd party services regardless of their bots crawls. However, seldom will they manually review your account, unless someone had ratted on you. But, there are ways to avoid even the competitors finding out you cloak.

To sum things up,
collecting google bots is very easy, but, they use lots of 3rd party services, so, if you can get all their data (bots, crawlers, 3rd party services and manual reviewers IPs), you can cloak them for years.
