Cloaking to lower ad costs and CPAs

I've heard that people use cloaking not only for restricted businesses but to lower ad costs as well.

Is it really possible to lower the ad costs by 10x-30x times and even cheaper than usual using cloaking?

My business is not restricted and we can scale massively with no limit.
If a current lead costs me $50 for example, in the finance industry, how lower can a professional cloaker lower that to?

It's not about the cloaker. You probably read that the safe page where the cloaking script resides was aligned with the ad copy thus quality score goes up, thus CPC goes down.
