How should the perfect safe page for adwords be

Should it contain words that are related to what i do black-hat for?
i.e if i advertise for casino - should my Safe page be a blog of top 10 casino wins or top 10 casinos in Las Vegas. or should it be just anything else, like gaming or other KWs that i use for warming?

i really want to help but know very little about it, the ad itself shouldn't contain any forbidden keywords, and the cloaked page is free game, that's why its cloaked.

I would say look into the keywords, hopefully someone else with more expertise can chime in

If you really looking for advertising on google with the use of adwords for casino niche the best option is threshold accounts using Fraudfilter
