Cloaking misunderstood (urgent)

I'm using fraudbuster and let's say
Domain1 is safe page
Domain 2 is money page
Domain 3 is the one cloaking to redirect for Facebook ads and real users

Which domain will get ban for cloaking?
Both domain 2 and 3?

Hi what i meant is, i am using domain1.com to cloak url, so visitors will be redirect to domain2.com(my landing page).
Will my landing page get penalize,though?
