Well really depends what niches you are running. Cause people think you need to user cloakers for all BH niches. and its far from the truth. There is a simple way to prevent stupid shit. Dont have any affilaite links on ur frontpage/LP. Make a funnel system instead. ezpz will save you alot of money in the long run instead of wasting money on cloakers which is still not safe.

Best way to learn is to get a cheap cloaker and setup it and start burning accounts. It's not that hard.
If you google "buy facebook ad accounts" you will see a few marketplaces. Since what you need is an account to set up a Facebook Business Manager account, you could use family and friends that aren't planning to ever use their accounts for business. Once you have a Facebook Business Manager account created from someones account, you can build up to five add accounts.
