does the cloaking prevent from getting DMCA complaints ? knowing that sometimes the claimer can be a person not a bot
 
Depends. Cloaking presents a different "front" to the visitor so in that sense certain visits are blocked and never see your money site.

If the "reviewer" comes from a leaky browser or a bad IP they may get filtered and not see the real site, which will also depend on the kind of filtering the cloaker uses.
