Depends. Cloaking presents a different "front" to the visitor so in that sense certain visits are blocked and never see your money site.
If the "reviewer" comes from a leaky browser or a bad IP they may get filtered and not see the real site, which will also depend on the kind of filtering the cloaker uses.

Cloaking only serves to protect your content on advertising platforms from advertising platform bots.

When Google bots enter your site, they see an article about medicines and thus your ad is approved and continues to receive impressions.
Real users are shown the page created to purchase a drug.
