Cloaking consultation

Hi guys,

I've been running cloaked gambling ads on fb without any problem, but just started messing around with google a little after a while. Seems like the set up is a bit different as i get suspended for circumventing way early in the campaign's life cycle (even without turning on the cloaking yet).

I would very much appreciate if anyone with real experience on this matter can discuss this with me and of course i'm willing to pay for the knowledge.
