Cloaking Call-Only Ad Campaigns?

I have heard that many people have some tricks to run call-only campaigns that adwords does not like much and suspend accounts for promoting those niches. So my question is... Is there any way to cloak call-only ad type campaigns? Is there anyone that know how to do it exactly?
 
Seeing as call-only ads don't go to a landing page, I don't see how this is possible. What niches are we talking about?

No doubt someone will be along here soon to say how good JCI is and try to flog it to you though.

Talking about Travel niche.

I've heard people are cloaking call-only campaigns with JCI but I have no idea how is that possible, but if this is true I would love to hear how then I'm gonna go get it.

Adwords will still want to see a lander prior to approving the ad, so a cloaker would be used for that part. If you're referring to the phone number, they probably use something like Retreaver to route calls to a compliant offer during the review process and when they're not running the campaign, then switching back when running. That's how I'd do it at least.

It's the vertical that's the problem now. Adwords has been clamping down heavily on home services and travel (flight bookings) over the last 6 months.

There have been a lot of scams being run out of India for flight bookings where someone books a flight, the agent deliberately makes a mistake (wrong date/flight/name) and then charges an extortionate fee to amend the booking. The agent has a grace period to make changes so it doesn't cost them anything with the airline, but they still charge the customer.

With travel, they are checking that the business is genuine (i.e. has a physical building, is registered as a travel agent etc., making dummy calls to see where the calls end up etc.). I know a number of agencies that won't touch travel anymore because of account suspensions.

With the introduction of the Google Guaranteed Local Services in the US, affiliates will struggle to run home services PPCall ads.
