[] Cloaker Type?

Usually link URL cloakers block bots, send them to a safe page, while the regular users are sent to landing page.

Question: Is it possible to block/send USERS from a specific country? and send all other users to landing page?

It is possible on most if not all cloakers to redirect users based on geolocation.

Yes, it's very common that the cloaker includes a geo location script that filters by IP location

ONLY country wise blocking is simple code but still the filtration will not so good as, again GEO blocking are depend on 2 type IP like network IP and OS IP, so only GEO script will not work because that is only using network IP in which there are many bot intelligently bypass it.

all cloakers are accept geolocation targets. this is main rule in cloaking scripts.

Network IP means: Internet Service Provider IP
OS IP means your system Network IP, Some time user using proxy to hiding there own local network IP with TimeZone

OK, gotya.

Then cloakers can only react to the IP they see (network IP?), unless the proxy leaks the source IP it's impossible to do anything otherwise, that I know of.

Again this is not only blocking crawlers but also can block on specific conditions set by Cloker. This is totally a digital marketing/Media Buying technique to maximazing revenue for affiliate or media buyer.

it not difficult to get traffic from a specific country. cloaker need to track geo locations with ip and redirect the traffic on desired page.

You are right, but at the same time we need to check whether those are real IP or bot IP through proxy, because that case TimeZone play a major role.
