Clicking through my own websites, does it help?

Say I have VA who doesn't speak English at all but really want to make 2$ a day.
What can I outsource to him?
Going to google > finding my site on 20+ page > stay on site for 10 min? repeat process 100 times.
Any better ideas? and does this "surfing your own site" help?
I'm not suggesting clicking on advertisements by any means.

Waste of time IMO.
What are his skills?
Why do you have a VA if you don't have work for them?
Is your site in English? If he doesn't speak English then you will probably have to micro manage him, probably not worth it.
Does he know how to make social media accounts?
Can he use any tools?

This is just guy from one online game, and I don't have him yet. Just entertaining a thought of having someone browsing my sites. I have heard about user experience metrics that google collects - time user spends on each page and like that. I suppose to help rank a website. But If you say not by much than it's not worth it.

I remember how in early 2000s firms used to hire people just to browse specific websites and watch ads there.

User metrics like click-through rate are almost certainly, to some extent, used by Google's algorithms. Wrote some about that here:

However, hiring a VA to do the task described in the original post is definitely not going to work. I've never seen anyone successfully raise their SERP positions by gaming CTR through bots or VAs, although it is probably in theory possible.

Use bots if you want to do that. Not saying if it works or it doesn't.... they're here, don't waste someone's life for that.
