Try creating a fake account from some other country like Germany or Australia with a residential proxy and local address.
Press CTRL+F5 when your browser loads the page you see as broken, probably your connection issues + cache at the same time made this happen
Your location (country) is banned for creating new accounts. You just have to find their payment contact email and their other emails and send them the message.
He just looking for a helping hand, on a very related subject in the same topic.
