Yes it works, but it also helps if you have a fan page with huge following, similar to an email list that you could keep cashing on. I don't know about others, but conversion is better for me if I use FB ads to a post regarding an offer.

FB ads + clickbank can be EXTREMELY lucrative; in fact at the moment we have an affiliate who is pulling over 1k daily from a single spanish clickbank offer just by direct linking from fb ads to the vendor page.
If there is some competition already for the product you wish to promote, then the best way to maximize your income through this method would be to have an external blog/MNS set up [with opt in], and then set up a fb page and post lots of useful content linking to the external page. When running the ads, link to the fb page. Make sure the page includes lots of share-able posts, such as pictures, infographics, and articles of the "top 6 things..."/ "10 tips for.." etc type
You should get lots of ppl to your page from the ads, and through their engagement (likes/shares of posts), this will further provide free publicity to your page. Many will click through to your external blog/MNS, and if you have an incentivized opt in, it is likely many will opt (fb traffic loves free stuff). If your free report/mini course is set up right (soft sells work best), you'll quickly start seeing those $$$ piling up!

do you have any experience with facebook ads? How about average Cpc, i think it's cheaper than adsense but I don't want to try it because of refund rate

There is no guarantee that you will make money promoting clickbank product through facebook ads because it depends on the various things but ya if you promote right product with right strategies than you will make money with it.
