Good luck finding a place to drop 1million + emails that are not confirmed. You will need a proper off-shore server + Auto responder setup. How targeted is your list? If they are just random I wouldn't go through all the trouble.

OPP, what kind of data do you have? I have a lot of experience with list building, but I am not the offshore spam type.
