Why wouldn't they be? They are not from a single vendor, they are from all of clickbank (so no reason for any biases)

Do you know when they mention that Germany has the highest conversion rate, Do they mean for the product in that language or what?

The data would be for all traffic from germany, but it makes sense to assume that the bulk of the traffic will be to german-language offers. From our own offers we have indeed noticed that both french and german offers convert much better than the english-version equivalents (while spanish and italian convert less; though these would fetch lower CPCs)...
