PR and SERP is two different dimensions. PR relates to the Link Juice while SERP is totally related to your Backlinking strategy and how it gets Ranked on Google.

This interpretation seems a bit more nuanced and closer to reality. OP still makes a very good point on what one should concentrate on more.
