Classifieds site.

I'm not sure if this is the appropriate forum, however I couldn't find a better one.

How would you go for promoting a new, local classifieds site?

Edit: To elaborate, how would one gain visitors even though the site wouldn't have any ads?

I doubt that would work, as no one put an ad on an empty site - Right?
