Clarification on doorway page

Hi everybody,

I can't find much on the internet giving more specific insight to this point Google considers a page a doorway page.

• Having multiple domain names or pages targeted at specific regions or cities that funnel users to one page

This can be taken in two ways and is confusing to me.

Multiple content pages Linking only to one single other page

or

Linking only to the SAME one page (URL) eg: /thatpageagain.html ?
