What I normally do to get approved by a CJ advertiser is this:

    1. First, find any website out there (doesn't have to be your own) that is in a market similar to the one of the advertiser you want to get approved for. So if you're trying to get in the Dell program, find some blog or site that is centered around computers and add that URL into your CJ account.

As far as I know, they have no way of telling if you really own the site or not. I've done this before and it works. Just make sure the site is actually a good one and appears to be active and get traffic.

    2. If that doesn't work, try to email them and explain why you want to be in their program. Tell them your experience with internet marketing and most importantly what you can do for them. You will also want to show some example sites of yours so they can see you're serious.

It's not 100% guaranteed to work. Some advertisers have idiots for affiliate managers that don't know shit about IM that won't approve anyone. These people are frustrating as hell to deal with and it's usually better to just find another program at that point.

As an example, I had a site that was getting like 1k visitors per day and I contacted the affiliate manager of a program in a related market and I got 1 email back but then nothing after that. I tried calling them too and said I have a site getting thousands of visitors per month and I can make them a lot of money if they get me into their program. I still got no call back. So fuck em, if they don't wanna make more money that's on them.
