You are a merchant or an affiliate? If you are a merchant you will find the setup fee of SAS is cheaper. But the number of affiliates may be lower. So it depends on your budget. I have been both a merchant and affiliate of both CJ and SAS.

If you can find affiliates yourself, go with SAS, it is much cheaper compared to CJ.
Otherwise, go with CJ, they have a better affiliate base.

I think this might work for you since you are a newbie, go with SAS, then find and partner up with reputable mid-size affiliate networks, they will do the recruiting for you but your program must be appealing in the first place, if it isn't then it doesn't matter if you go for either CJ or SAS.
