City targeted rotating mobile proxies

Anyone know a good website for City targeted rotating mobile proxies.

I have tried AnyIp but the locations wouldn't stay the same. E.g., get one in LA and would change to Chicago
I have tried Soak.io but they seem to be very slow and don't really work outside US locations
I have also tried infatica but their's just called verification request the whole time
