You obviously have next to zero experience advertising on Adwords.
Probably you are the one without experience. You really believe you can use the same domain/ip on 10 burn accounts?
Ontopic:
Circumventing can mean many things, here a couple:
- Your landing page is against the TOS, check the content
- Your ad text is misleading
- Cloaker not rightly configured
- Your setup for the account, google maybe detected your fingerprints, pc, many things can be the reason, I am not going in detail

If you use same domain over and over on multiple accounts that get flagged it leads to this message.
