If I want to send backlinks to a Chinese Youtube video, will I be able to do it through Fiverr gigs or the backlinking offers here on BHW? Or generally speaking, if I have keywords with special characters in them, am I still able to send backlinks?

You can actually provide it to the seller, just send him a list of keywords that you want to see & he will be just copy-pasting it.
