Might be worth connecting with local agencies in China since they already have the licenses and ad accounts needed for Baidu and TikTok there.

Casino is not allowed in China, I'm afraid it's hard to do this business. And China's anti-fraud center has been working to reduce such activities.

I’m not sure whether Baidu allows BH ads.
As for TikTok (Douyin — which is different from the international version), ever since I registered on TikTok in 2018, I haven’t seen a single BH ad.
Locals do manage to run ads through other methods, but they’re all adult or erotic massage related. Gambling ads, personally, I would have no chance of succeeding here.
What’s common is that they post subtle videos hinting for viewers to check their profile picture, their likes list, or the people they follow, and then extract contact information from the profile images.
